UAE Golden Visa 2026: Who Now Qualifies, What It Costs, and What Actually Changed?
As of 23 October 2026, the main UAE Golden Visa routes are unchanged: property worth at least AED 2 million, a deposit or company stake of AED 2 million, or a skilled job paying at least AED 30,000 a month, each giving 10-year residency on ICP’s current guide. What did change were emirate-level nomination routes for teachers, nurses, creators and Waqf donors (2024–2025) and Dubai’s property-route handling of mortgages. We found no official October 2026 expansion.

The short answer: what really changed in the UAE Golden Visa for 2026?
Less than the headlines suggest: the federal thresholds of AED 2 million for property or investment and AED 30,000 a month for skilled professionals are the same figures the UAE Cabinet approved in April 2022. The genuine changes are narrow nomination routes, a clarified mortgage route at Dubai Land Department, and new consular support for holders.
Searches for ‘uae golden visa expansion details’ hit breakout level in the UAE this month, but we could not find any official October 2026 announcement from ICP, GDRFA Dubai or the UAE government portal. ICP’s Golden Residency guide was last updated on 10 September 2026, and u.ae’s Golden Visa page on 28 July 2026. Neither lists a new federal category.
Much of what is being shared as ‘new in 2026’ is either older (teachers in late 2024, nurses and content creators in 2025, Waqf donors in October 2025) or unconfirmed (a reported 20 February 2026 property circular that no official site publishes). Some claims, such as a ‘lifetime Golden Visa for AED 100,000’, were formally denied by ICP on 8 July 2025.
This article is general information as of 23 October 2026, not legal or immigration advice. Always confirm with ICP, GDRFA Dubai or the relevant emirate before you pay anyone.
What changed in the UAE Golden Visa rules in 2024, 2025 and 2026?
The last federal overhaul was the 2022 Executive Regulations; since then changes have come as emirate-level nomination routes and procedural tweaks. The table below separates confirmed changes from reported ones, with the date and the source we checked.
| Change | Date | Scope | Status | Source |
|---|---|---|---|---|
| AED 2M property (incl. off-plan and bank-financed), AED 30,000 salary, children of any age | Approved 18–19 Apr 2022 | Federal | Confirmed (in force) | UAE MOFA / Sharjah24 on Cabinet approval |
| Imams, preachers and religious scholars with 20 years’ service in Dubai | Apr 2024 | Dubai | Confirmed | Khaleej Times |
| Gaming and e-sports talent (minimum age 25) | 2024 | Dubai | Confirmed | Khaleej Times |
| Private-sector teachers (Dubai); RAK teachers with 3+ years in the emirate | Late 2024 | Dubai, RAK | Confirmed, nomination only | Khaleej Times |
| Yacht owners (vessels 40 m+) and maritime executives, ‘Golden Quay’ | Late 2024 | Abu Dhabi | Confirmed | Khaleej Times |
| Content creators via Creators HQ | Early 2025 | Dubai | Confirmed, endorsement needed | Khaleej Times |
| Dubai Health nurses with 15+ years’ service | May 2025 | Dubai | Confirmed, nomination only | Khaleej Times |
| Waqf donors nominated by Awqaf Dubai | Oct 2025 | Dubai | Confirmed | Khaleej Times |
| Consular and evacuation support for holders abroad | Oct 2025 | Federal (MoFA) | Confirmed | Khaleej Times |
| Mortgaged property accepted with bank NOC showing amount paid | DLD page checked 23 Oct 2026 | Dubai | Confirmed on DLD e-service | Dubai Land Department |
| 50% / AED 1M upfront payment rule scrapped by 20 Feb 2026 circular | Reported Feb 2026 | Dubai | Not confirmed by any official site | Industry reports only |
Note that the 2022 regulations already allowed bank-financed and off-plan property worth AED 2 million from approved developers. So when a 2026 blog says ‘off-plan now counts’, the federal rule is not new. What has varied is how Dubai Land Department treats the amount already paid on a mortgage, which is why DLD now asks for a bank no-objection letter showing the paid amount and the balance.

Who qualifies for the UAE Golden Visa in 2026?
Six federal category families qualify: investors, real estate investors, entrepreneurs, scientists and specialists (including AED 30,000 earners), exceptional talents, outstanding students and humanitarian pioneers. Every category on ICP’s current guide carries a 10-year renewable permit with no sponsor needed.
| Category | Key requirement | Threshold | Validity | New in 2025–26? |
|---|---|---|---|---|
| Public investor | Deposit in a UAE fund or bank, company capital or partner share; not loan-funded | AED 2,000,000, or AED 250,000 a year in federal tax | 10 years | No |
| Real estate investor | One or more UAE properties in own name; bank finance or approved off-plan allowed | AED 2,000,000 total | 10 years (u.ae says 5) | No (DLD mortgage NOC process clarified) |
| Entrepreneur | Approved SME, or founder of sold ventures, with incubator or authority approval | AED 1,000,000 annual revenue, or AED 7,000,000 in exits | 10 years | No |
| Skilled professional | MOHRE level 1 or 2, bachelor’s degree, UAE work contract, 6 months of salary statements | AED 30,000 a month | 10 years | No |
| Scientists, healthcare, education, industry specialists | Nomination from the relevant ministry or local authority | Scientists: FWCI 1.0+ and h-index 10+ | 10 years | Dubai teachers (2024) and nurses (2025) are nomination routes here |
| Exceptional talents (culture, sport, digital, innovators) | Nomination letter, e.g. Ministry of Culture, Dubai Sports Council, Creators HQ | Distinguished professional: 5 years’ experience, work published in last 3 years | 10 years | Creators HQ (2025), e-sports (2024) |
| Outstanding students | Grade 12 with 95%+, or GPA 3.5 (top-100 university / UAE Category A) or 3.8 (UAE Category B), within 2 years of graduating | 95% / GPA 3.5–3.8 | 10 years | No |
| Humanitarian pioneers | 5+ years with an international or non-profit body, or donations; university degree | AED 2,000,000 in contributions (donor route) | 10 years | Waqf donors (Oct 2025) use the donor route |
Two details matter more than the headline thresholds. First, the skilled route is tied to your occupational level, not just pay: you must be classified at level 1 or 2 by the Ministry of Human Resources and Emiratisation. Second, GDRFA Dubai says the permit is cancelled if your salary falls below AED 30,000 or your employment contract ends, so it is less permanent than the property route.
Older ICP pages still show an AED 50,000 salary for ‘executive directors’. ICP’s newer guide replaces that with the AED 30,000 skilled-professional rule for level 1 chairpersons and CEOs and level 2 specialists.
Can Golden Visa holders sponsor family, and at what age do children stop qualifying?
Yes: ICP says holders can sponsor a spouse, children of any age, parents and domestic workers, and family can stay until their permits expire if the holder dies. Claims that 2026 raised the child age limit from 18 to 25 are wrong for the Golden Visa; the 2022 regulations already said ‘regardless of their age’.
- Spouse and children Residence permits for spouses and children ‘of any age’, per ICP’s current guide and the April 2022 Cabinet regulations.
- Parents Allowed. DLD lists a 10-year parents residence permit at AED 5,774.50 and asks for a dependency certificate from your consulate.
- Domestic workers Allowed under the applicable UAE rules.
- If you are abroad Applicants outside the UAE get a six-month multiple-entry visa, renewable once for six months, to finish the process.
- Time outside the UAE Golden residents are exempt from the usual rule that cancels residency after six months (180 days) abroad, per GDRFA Dubai.
How much does a UAE Golden Visa cost in 2026?
Through Dubai Land Department, the 10-year property-route Golden Visa costs AED 9,884.75 in government fees, including AED 700 for the medical and AED 1,153 for a 10-year Emirates ID. Using GDRFA’s published fees, we estimate the salary route at about AED 4,293, before health insurance.
| Fee line | Property route (DLD) | Salary / talent route (GDRFA, approx.) |
|---|---|---|
| Residence permit / confirmation fee | 2,856.75 (10 years) | 1,100 base + 100 per year beyond 2 years = ~1,900 |
| Knowledge + Innovation Dirham | Included | 20 |
| In-country fee | Included | 500 |
| Delivery | Included | 20 |
| DLD fees | 4,020 | n/a |
| Administrative fees | 1,155 | n/a |
| Medical examination | 700 | ~700 (DLD price used) |
| Emirates ID, 10 years | 1,153 | ~1,153 (DLD price used) |
| Total | 9,884.75 | ~4,293 |
| Cost per year of validity | 988.48 | ~429 |

| Residency confirmation (10 yr) | AED 2,857 |
| Emirates ID (10 yr) | AED 1,153 |
| Administrative fees | AED 1,155 |
| Medical exam | AED 700 |
Family members cost more on the property route: DLD lists AED 5,774.50 for a 10-year family residence permit plus AED 318.75 to open the family sponsorship file, AED 5,774.50 for a parents permit, and AED 100 for each additional sponsored person. GDRFA says its residence fee ‘increases by AED 100 annually when the residency is over two years’. We read that as AED 800 extra for a 10-year permit, but GDRFA does not print a 10-year total, so treat our salary-route figure as an estimate.
Is AED 30,000 a month a high bar? Where it sits among Dubai salaries
Yes: in Dubai’s last published wage distribution, only 2.6% of workers earned AED 35,000 or more and 8.3% earned AED 20,000 or more, so AED 30,000 sits roughly in the top 3–9% of earners. That data is from 2017, so treat it as a rough guide.

| 20,000–34,999 | 5.7% |
| 35,000+ | 2.6% |
Dubai has not published a newer wage-band table that we could find, and the federal 2024 Labour Force Survey reports 9.4 million workers but no wage distribution. So we use the 2017 Dubai Statistics Center bands. Excluding people who refused to answer, 2.7% earned AED 35,000+ and 8.7% earned AED 20,000+.
Salaries have risen since 2017, so today’s share above AED 30,000 is probably somewhat higher. Even so, the skilled route is designed for a small slice of the workforce: nearly two-thirds of Dubai workers (65.1%) earned under AED 5,000 in that survey. You can test your own package with our Dubai salary calculator.
Property route or salary route: which is cheaper to get into?
The AED 2 million property threshold equals 66.7 months, or 5.6 years, of a full AED 30,000 salary before any spending. For someone in the most common professional band in our wage data, AED 5,000–9,999, it is about 22 years of gross pay at the band midpoint.
| Monthly salary (AED) | Annual salary (AED) | Years to equal AED 2M | Clears AED 30,000 route? |
|---|---|---|---|
| 7,500 (midpoint of 5,000–9,999) | 90,000 | 22.2 | No |
| 15,000 (midpoint of 10,000–19,999) | 180,000 | 11.1 | No |

| 30,000 (threshold) | 360,000 | 5.6 | Yes |
| 50,000 | 600,000 | 3.3 | Yes |
- AED 2M in property, mortgage allowed with bank NOC
- AED 9,884.75 in DLD fees
- Not linked to a job: survives a layoff
- Exposed to property values and service charges
- AED 30,000 a month, level 1–2 job, degree
- About AED 4,293 in fees (estimate)
- Cancelled if salary drops below AED 30,000 or job ends
- No capital needed
A mortgage narrows the gap. If DLD accepts a mortgaged AED 2 million home with a bank no-objection letter, the buyer’s cash outlay is the deposit, not the full price. The reported February 2026 change removing a 50% upfront rule would widen that further, but it remains unconfirmed on official sites.
How many Golden Visas has Dubai issued?
GDRFA Dubai issued 66,078 Golden Visas in the first half of 2026, after 158,000 in 2023, 79,617 in 2022 and 47,150 in 2021. Dubai has not published full-year 2024 or 2025 totals that we could find, and there is no UAE-wide annual figure.

| 2022 | 79,617 |
| 2023 | 158,000 |
| H1 2026 | 66,078 |
Doubling the half-year figure gives about 132,000 for 2026, below 2023’s 158,000. That is a simple run rate, not a forecast, and 2023 may have included catch-up demand after the 2022 rules widened eligibility.

Talent and specialist routes, not property, dominate. Specialised talents alone (167,124) outnumber real estate investors (100,286) by about two-thirds, which fits the policy shift toward skills-based residency.
How do you apply for a UAE Golden Visa, and how long does it take?
Apply through ICP’s website or app, GDRFA Dubai (online or at an Amer centre), or DLD for the Dubai property route; GDRFA quotes 48 hours for specialists and 5 days for talents, and DLD 7 to 10 business days. Nomination categories need the nominating body’s letter first.
- 1Check your category
Use ICP’s eligibility tool or category list. Confirm your MOHRE occupational level if you are using the salary route.
- 2Get the qualifying document
Title deed or DLD valuation and bank NOC (property), fund or bank letter (investor), nomination letter (talents, teachers, nurses, creators), or contract plus six months of salary statements (skilled).
- 3Attest your degree
Foreign degrees need a Ministry of Education recognition report; UAE degrees need attestation.
- 4Arrange health insurance
Cover is required for you and every family member for the full permit.
- 5Submit and pay
Online via ICP or GDRFA with UAE Pass, at an Amer centre, or in person at a DLD service centre (DLD says agents cannot apply for you).
- 6Medical and Emirates ID
Complete the medical test and biometrics; the permit is issued electronically.
Why are Golden Visa applications rejected?
The most common reasons reported are a job title or occupational level that does not match level 1 or 2, a degree that was never attested, and salary proof that falls short of AED 30,000. Most are fixable before you apply.
- Ineligible job title Khaleej Times reports many senior staff are still on visa designations that do not show their seniority.
- Unattested degree Applicants who never legalised their degree when they first got an employment visa get stuck.
- Salary below AED 30,000 GDRFA asks for a contract or salary certificate and six months of bank statements; allowances outside the stated salary may not count.
- Property not qualifying Property under AED 2M on DLD records, not fully in your name, or a mortgage without a bank NOC.
- Paying a middleman ICP says no consultancy is an authorised party and approvals happen only through government channels.
Which UAE Golden Visa rumours are false?
The ‘lifetime Golden Visa for AED 100,000’ and ‘Golden Visa for crypto investors’ were both officially denied in July 2025, and ‘every teacher or nurse now qualifies’ is false. Several 2026 posts also recycle 2022 rules as new.
- Lifetime nomination visa for Indians at AED 100,000: false ICP said on 8 July 2025 the claims ‘have no legal basis’. VFS Global said its role with the Rayad Group was ‘strictly limited to informing interested individuals’.
- Golden Visa for crypto investors: false ICP, SCA and VARA jointly said on 7 July 2025 that digital currency investors are not an eligible category.
- Threshold raised from AED 1M to AED 2M in 2026: misleading An Arabian Business piece dated 30 July 2026 presents this as new; the AED 2M figure has been in the federal rules since the 2022 regulations.
- Child age limit raised from 18 to 25 in 2026: false for Golden Visa ICP says children ‘of any age’ can be sponsored, matching the 2022 rules.
- Off-plan and mortgages now qualify in full: partly true Federal rules have allowed both since 2022; DLD requires a bank NOC showing the paid amount. The February 2026 circular is reported but unpublished.
What should you do if you think you qualify?
Start with ICP’s category list and your own documents, not a consultant’s sales page. If you earn close to AED 30,000 or own property near AED 2 million, check the exact test the authority applies before paying fees.
- 1Match one official category
Read the ICP Golden Residency guide and note the exact threshold for your route.
- 2Check your MOHRE level and salary certificate
If your job title is not level 1 or 2, ask your employer to correct it first.
- 3Value your property on DLD records
For mortgaged homes, ask your bank for a NOC showing amount paid and balance.
- 4Ask the nominating body directly
Teachers (KHDA, RAK), nurses (Dubai Health), creators (Creators HQ) and donors (Awqaf Dubai) are nominated, not self-certified.
- 5Budget for the whole family
Add family permits, health insurance and attestation to the headline fee. If you are leaving a job, also check your end-of-service pay with our UAE gratuity calculator.

UAE Golden Visa claims vs evidence
“The UAE announced a major Golden Visa expansion in October 2026.”
No new category appears on ICP’s guide (updated 10 Sep 2026), u.ae (28 Jul 2026) or GDRFA pages as of 23 Oct 2026.
Too early“Indians can get a lifetime Golden Visa by nomination for AED 100,000.”
ICP denied it on 8 July 2025, saying the claims have no legal basis.
False“Teachers, nurses and content creators now qualify for the Golden Visa.”
Only via nomination: Dubai Health nurses with 15+ years, nominated private-sector teachers, Creators HQ-endorsed creators.
Partly true“The property threshold doubled to AED 2 million in 2026.”
AED 2M has been the rule since the Cabinet approved the 2022 Executive Regulations.
Misleading“Mortgaged and off-plan property now qualifies.”
Allowed federally since 2022; DLD requires a bank NOC. The 20 Feb 2026 circular is reported only.
Partly true“Crypto holdings count toward the Golden Visa.”
ICP, SCA and VARA jointly denied this on 7 July 2025.
FalseFrequently asked questions
What is the minimum salary for a UAE Golden Visa in 2026?
AED 30,000 a month, per ICP and GDRFA Dubai, for skilled professionals classified at MOHRE occupational level 1 or 2 with at least a bachelor’s degree and a UAE work contract. GDRFA also asks for six months of bank statements and cancels the permit if salary falls below AED 30,000.
How much property do I need to buy for a Dubai Golden Visa?
Property worth at least AED 2 million in total, registered in your name. ICP allows financing from an approved local bank and off-plan units from approved developers. In Dubai, DLD asks for a bank no-objection letter showing the amount paid and the balance on mortgaged property.
How much does the UAE Golden Visa cost?
Dubai Land Department charges AED 9,884.75 for the 10-year property-route visa, including the AED 700 medical and AED 1,153 Emirates ID. Using GDRFA’s published fees, KalQLater estimates the salary route at about AED 4,293. Health insurance and family permits are extra.
Is the UAE Golden Visa 5 or 10 years?
ICP’s current guide lists 10 years for every category, renewable and with no sponsor needed. The u.ae portal still shows 5 years for real estate investors and high-school students, so check the validity printed on your approval.
Can teachers get a UAE Golden Visa?
Some can, through nomination. Dubai opened a route for private-sector educators in late 2024, and Ras Al Khaimah followed for teachers with at least three years in the emirate and an advanced degree. Being a teacher alone does not qualify you.
Can I sponsor my parents on a Golden Visa?
Yes. ICP allows holders to sponsor spouses, children of any age and parents. On the Dubai property route, DLD lists a 10-year parents residence permit at AED 5,774.50 and requires a dependency certificate from your consulate.
Is the lifetime UAE Golden Visa for AED 100,000 real?
No. ICP said on 8 July 2025 that reports of lifetime Golden Visas via consultancies had no legal basis, and that applications go only through official government channels. It advised people not to pay fees or hand over documents to such offers.
How long does the Golden Visa take to process?
GDRFA Dubai quotes 48 hours for specialists and skilled professionals and 5 days for talent nominations. DLD quotes 7 to 10 business days for the property route. Getting a nomination or degree attestation can take longer.
How we built this analysis
- Eligibility and family rules come from ICP’s UAE Golden Residency guide (updated 10 Sep 2026), GDRFA Dubai service pages and the April 2022 Cabinet regulations as reported by UAE MOFA; where u.ae and ICP differ we follow ICP as the issuing authority.
- Property-route cost is DLD’s published total: 700 + 1,153 + 2,856.75 + 4,020 + 1,155 = AED 9,884.75; per year of validity 9,884.75 / 10 = AED 988.48.
- Salary-route cost is a KalQLater estimate: GDRFA residence fee 1,100 + (8 extra years × 100) = 1,900, plus 10 + 10 + 500 + 20 = 2,440; adding DLD’s medical (700) and Emirates ID (1,153) prices gives AED 4,293, or about AED 429 a year.
- Salary percentile: from Dubai Statistics Center 2017 wage bands, share ≥ AED 35,000 = 2.6%, share ≥ AED 20,000 = 5.7 + 2.6 = 8.3%; excluding 4.8% non-response, 2.6/95.2 = 2.7% and 8.3/95.2 = 8.7%.
- Property vs salary: AED 2,000,000 / AED 30,000 = 66.7 months = 5.6 years; band examples use midpoints (e.g. 2,000,000 / (7,500 × 12) = 22.2 years). Gross pay, no spending assumed.
- Dubai issuance chart uses GDRFA figures reported by Gulf News; the 2026 run rate is 66,078 × 2 = 132,156, a simple extrapolation, not a forecast.
Limitations
Official fee pages do not print a 10-year total for the GDRFA salary or talent route, so that figure is an estimate. The most recent Dubai wage-band data we found is from 2017, and Dubai has not published full-year 2024 or 2025 Golden Visa totals in the sources we checked. The reported 20 February 2026 DLD circular could not be found on any official site. Rules and fees can change without notice and differ by emirate. This article is general information as of 23 October 2026 and is not legal, immigration or financial advice.
